Japan is a country with complex safety regulation system. Foreign products want to enter the Japanese market, will face a high threshold.
Electrical Supplies Safety Act (DENAN) requirements
Buyers in Japan must register their purchases with the Ministry of Economy, Trade and Industry (METI) within one month of the purchase. All electrical and electronic products in the DENAN catalog for sale in the Japanese market must be PSE certified. Japan Denan classifies electrical and electronic products into two categories: Specified Products, including 115 products; Non-specified Products, including 338 products. Specific electrical products must be inspected by a third-party certification body authorized by the Ministry of Economy, Trade and Industry of Japan for products and factory test equipment, and PSE certification certificate shall be issued. The validity period of the certification shall be 3 to 7 years, and PSE diamond logo shall be pasted on the products. For non-specific electrical products, the compliance of the products shall be proved through self-inspection and declaration, and the PSE circular logo shall be affixed on the products.
Conform to DENAN's approach and requirements
According to DENAN requirements, products certified by PSE must meet the requirements of the relevant safety technical benchmarks. There are two kinds of Japanese electrical product safety technical benchmarks:
(1) Japan Technical Standard 1 refers to the domestic technical standard in Japan, which is quite different from the technical requirements of IEC standard and is an independent system.
(2) Japan Technical Standard 2, issued by the Japanese government in 2002, is consistent with the relevant IEC standards, but not all electrical products have the corresponding Technical Standard 2 standard.
The manufacturer can choose to carry out the suitability check according to the technical benchmark 1 or 2. After passing the test, the PSE logo can be added. In general, technical benchmark 1 and benchmark 2 should not be mixed.
Applicants for PSE certification can be manufacturers or importers.
Denan also requires that the buyer's name or ID be marked on the product so that it can be monitored during the sale of the product.
For the products imported to Japan, the safety responsibility is borne by the Japanese importer. Therefore, the importer must keep the inspection report and inspection record, and the inspection record can also be viewed through the computer network.
How do Chinese manufacturers get PSE certification
The first step for the Chinese manufacturer is to determine whether the product they are applying for falls within the scope of certification that the China Quality Certification Center (CQC) has been authorized to accept. Since the authorization obtained by CQC is based on Technical Benchmark 2 at present, manufacturers must choose Technical Benchmark 2 to apply for PSE certification. After confirmation, the manufacturer can submit a written application to CQC, and submit samples and technical data to PSE certification laboratory for type test. Since both China and Japan are member countries of IECEE-CB system, the test report can also be directly converted from CB report. Upon completion of the inspection report, the applicant shall provide the operation manual or assembly manual in Japanese, the relevant structure and parts information of the product, the relevant information of the testing equipment, the factory quality inspection report (including 100% electrical strength test report of the production line, operation inspection record, etc.) and accept the factory inspection arranged by CQC. After passing the factory inspection, you can obtain the PSE certification certificate.
