International CB certification

 CB certification

CB system (IEC system for qualification testing and certification of electrical products) is an international system operated by IECEE. Certification bodies of IECEE member states conduct safety tests on electrical products based on IEC standards. The test results, namely CB test report and CB test certificate, are mutually recognized by all IECEE member states. The aim is to reduce barriers to international trade arising from having to meet certification or approval criteria in different countries. IECEE is the abbreviation of the International Electrotechnical Commission for Testing and Certification of Electrical Products.
Introduction to the
The development of
Initially, the CB system was initiated by CEE (formerly the European National Committee for Conformity Testing of Electrical Equipment) and incorporated into the IEC in 1985.
The IECEE CB system is the first truly international system for mutual recognition of safety test reports for electrical products. Multilateral agreements are formed between national certification bodies (NCB) of each country, and manufacturers can obtain national certification of other member countries of the CB system by means of a CB test certificate issued by NCB.
CB system is based on international IEC standard. If the national standards of some Member States are not fully consistent with the IEC standards, the existence of national differences is allowed, but should be disclosed to other Members. The CB system uses the CB test certificate to confirm that the product sample has successfully passed the appropriate tests and has complied with the relevant IEC requirements and the requirements of the Member State concerned.
The main goal of CB system is to promote international trade, which means by promoting the unification and coordination of national and international standards as well as the cooperation of product certification bodies, so that manufacturers are closer to the ideal goal of "one test, multiple application".
The term
IECEE stands for "The IEC System for Conformity Testing and Certification of Electrical Equipment" -- "International Electrotechnical Commission Electrical Products Conformity Testing and Certification". The official name of the CB system is "Scheme of the IECEE for Mutual Recognition of Test Certificates for Electrical Equipment" -- "IECEE Mutual Recognition System for Electrical Products". The short name of CB system means "Certification Bodies' Scheme".
Scope of system
The products covered by CB system are the products within the scope of IEC standards recognized by IECEE system. The new IEC standard is adopted by the CB system when three or more Member States declare that they want and support a standard to be included in the CB system. The IEC standards used are published in the CB Bulletin and on the IECEE website.
Electromagnetic compatibility (EMC) is not incorporated into the CB system unless specifically required by the IEC standard used. However, the CB system has begun to survey its members about their willingness to perform EMC measurements in conjunction with safety testing. The results of this survey will be published in the CB Bulletin on this topic.
Relevant institutions
National certification bodies (NCB) are the certification bodies that issue nationally recognized certificates of conformity to electrical products. To become a member of the CB system, NCB's internal quality systems and technical capabilities must meet specific requirements. An NCB can be classified as an accredited NCB or a certification/accreditation NCB according to its qualifications.
Recognition of NCB
An NCB recognizes CB test certificates and CB test reports issued by other NCB issuers as the basis for issuing its own national certificates and marks within a specific product area and standard.
Approved NCB does not automatically have the authority to issue CB test certificates.
Certification/recognition of NCB
In addition to performing the functions of recognizing NCB, the NCB has the authority to issue CB test certificates within the scope of its registered standards.
Certifying/Accreditation An NCB may be accredited beyond the scope of its certification. Licensing and recognition scopes are posted on the website in the relevant "scopes" section.
A CB laboratory (CBTL) is a laboratory accepted by the CB system that performs tests and issues CB test reports for one or more product categories under the responsibility of a specific NCB. A CB laboratory can collaborate with different NCBs in a CB system, but when it collaborates with multiple NCBs, testing for a defined product class (for example, OFF) can only be done with one NCB.
The certificate report
A CB report is a standardized report that sets out the requirements of the relevant IEC standard in an item-by-item form. The report provides the results of all tests, measurements, validations, inspections and evaluations required, which should be clear and unambiguous. The report also includes photos, circuit diagrams, pictures, and product descriptions. According to the rules of the CB system, the CB test certificate is only valid if it is provided with the CB test report.
To apply for the certificate
When applying for a CB test certificate, the following points should be noted:
- An application for a CB test certificate may be submitted by the applicant to any "Certification/Accreditation" NCB covering the product range.
- The applicant can be either a manufacturer or an entity authorized to represent the manufacturer.
- The application may include one or more factories producing the product in one or more countries.
- Applicants/manufacturers/factories located in countries without IECEE member institutions are required to pay an additional fee of CHF 150 per CB test certificate to cover the operating costs of the system. This fee will be charged by the NCB which handles the CB test certificate application and will be credited to the IECEE account.
- The applicant may request the NCB to test the product for country differences in the country in which the product is sold.
To obtain product certification for the target market, the manufacturer includes the following procedures:
-Application submitted to the NCB of the target country;
- CB test certificate;
- CB test report (may include country differences);
- Provide product samples to target market when requested by NCB.
The purpose of requiring a sample is to confirm that the product is consistent with the product tested by the original NCB certification and that the country differences have been covered.
CB test certificate and CB test report
National differences
A national difference is the difference between a national standard and the corresponding international standard. The national differences of all countries that have joined the CB system are submitted to the IECEE secretariat and published in the CB Bulletin.
The structure of the organization
The CB system is managed by the certification management committee (CMC) and reports to the conformity assessment committee (CAB) of the International Electrotechnical Commission (IEC). CAB approves CMC's recommendations regarding changes to CB system principles, appointment of officers, finance, and IECEE policies. The responsibility of CMC is to operate, develop and improve the CB System according to the principles of the CB System, to decide on acceptance, rejection and suspension of membership, and to decide on new product categories and standards of the CB System.
The membership of the CMC is composed of representatives from member countries, including NCB representatives, CMC executives (chairman, vice-chairman, secretary and treasurer), the chairman and secretary of the Test Laboratory Committee (CTL), representatives of the IEC Advisory Committee (such as ACOS), the Safety Advisory Committee, and the IEC Secretary General.
The Test Laboratory Committee (CTL) is composed of representatives from the NCB and CB laboratories. The CTL handles the test procedures and interprets the technical requirements, test conditions, test equipment, and comparison tests. Its main objective is to enhance technical reliability and consistency, which is required for mutual recognition of test results within the CB system.
To apply for the test
The Applicant is the holder of the CB Test Certificate 1. The applicant may be an enterprise or an agent of the enterprise. In the latter case, supporting documents authorizing the applicant to act on behalf of the enterprise must be submitted, and supporting documents showing that the enterprise bears the same responsibility as the applicant. These responsibilities refer to compliance with: ECEE rules and procedures, CCEE charter, certification rules and procedures, and relevant national laws of China. Provisions of laws and regulations. 2. The application may include one or more manufacturing plants in the applicant's country whose products will be controlled by the enterprise. 3. When the same product is manufactured in different countries, the applicant shall submit a separate application for each country for which he represents the enterprise. 4. If the applicant is a non-member of the CCB and makes the application for a non-member of the CCB, a surcharge must be paid for each application. The amount of the surcharge shall be determined by the management committee of IECEE. Unless otherwise agreed, the surcharge shall be collected by the CCEE processing the application and remited to the IECEE secretariat for deposit into the account of the CB system. Note: the sole proprietorship enterprise is treated as foreign enterprise, the joint venture enterprise is treated as domestic enterprise.
(2) Preparatory work before application -- When the applicant with legal person status is ready to sell its products to the world market, the product development and design stage shall make it conform to the IEC standard adopted in the CB system (see Table 1), and the differences between the national standard of CCB member states and the 1EC standard shall also be taken into account. Before the applicant submits the application and the sample, it is necessary to confirm that the product complies with the IEC safety standards and the differences between the relevant national standards of the exporting country. - To designate a person within the organisation to be responsible for the application, sample submission, certification and post-certification of the CB test certificate and to make him/her aware of the CB procedure.
(3) Application Procedures 1. After completing the preparation of the application, the applicant will contact the CCEE secretariat to obtain the application form for the CB Test Certificate (see Figure 2) which is uniformly printed by CCB. The letter states the applicant's name, address, national registration number (enterprise business license number), telephone number, fax number and the name, model, specification and trademark of the product to be applied for.
2. The CCEE secretariat will send the application form, application procedure and fee request to the applicant after receiving the letter from the enterprise.
3. After receiving the CB application form and related materials sent by CCEE Secretariat, the applicant shall fill in the form (typed in English) according to the requirements of the application and submit to CCEE Secretariat in quadruplicate (one original and three photocopies) as the official application. The applicant shall keep one photocopy for filing and pay the required fee.
4. If the applicant need to prove their products meet the Chinese CCEE or sold to other countries' national institute of standards and the corresponding standards of LC, then submit the application in at the same time, including the differences of test report issued to request application, the applicant should pay the additional test cost, its, sandstones, according to the relevant provisions of the charging standard.
5. The CCEE Secretariat has received the (! Within two weeks after Posting and payment, the applicant will be notified and the CB test task will be notified to the respective CB laboratory (according to the division of work of the prepared CB laboratory, or the laboratory to undertake the task will be the test station upon agreement with the relevant organisation).
6. Upon receipt of the notice, the applicant will send the sample to the designated CB laboratory as required by the notice.
(IV) Issuance of CB Test Certificate. If the test results are qualified, CCEE will issue the CB Test Certificate to the applicant with the original CB test report attached. If the application contains discrepant test, additional test report will be attached.
Fill out the application,
1. Fill out the application form for CB test certificate in English (typing).
2. The English name of CEEP should be filled in between the four small black dots at the top right of the first page of the application form.
3. The date of application should be clearly stated.
4. If the applicant and the manufacturer belong to the same organization, give the same name and address in each field.
5. In the column of components used in the whole machine that have obtained the CB test certificate, if any, the name of components and their CB certificate number should be filled.
6. The legal representative's signature, the legal representative's name is typed out Chinese pinyin, and the legal representative signs personally.
Matters needing attention
No factory inspection;
When applying for CB certification, the country to be considered for inclusion in the report should be informed so that the corresponding country differences can be taken into account when testing.
